how do i use a local profile on a terminal server

I want people to use local profiles on our terminal server, how can i make this possible?

sorry let me explain..... Do you know how I can have it so that when users logon to my Terminal Server (windows 2000 server sp4)it uses a local profile instead of a roaming. I've heard that you have to install the group policy managment msi on an xp machine which also has the .net framework patch on it. "The only allow local user" option is there now in the administritive templates\system\logon but I've been told that i need the "prevent roaming profiles from propagating to the server" option which i can't find anywhere!
