How do I uninstall backup NRS

I have multiple CS1K sites which all route thru Primary NRS at the main site(node 203). All sites are running 6.0. We have decided to deploy backup NRS to reside at one of the remote sites. For testing purposes I installed the backup/secondary Sig server/UCM at the main site (203) where the Primary UCM is located. Everything went fine and I was able to drop Primary and calls were routed as required via backup NRS.I then moved to the remote site (208) to install the Server. The problem I am experiencing is that though I have removed all configuration and elements of the Backup on the UCM, when I get to the point of completing the configuration in the Security Server I get the error which states that " I am trying to add more than one backup to this domain and this is not supported." The FQDN of the said existing Backup is the same that I have previously removed all the config off. It seems that this configuration is stored or cached somewhere on the Primary (UCM) and I can't figure out where this is and how this can be removed. I have reset, reboot both Primary and Secondary a few times over and have rerun the install from the RMD flash on the secondary but to no avail. Can anyone please shed some light on this.
 
I assume by saying you removed everything, you were logged into the PRIMARY SECURITY SERVER and removed all elements that were on the BSS, *after* the BSS was turned off, and you never turned it back on.

Now, you want to take it to the remote site, and put it in service, but it has to have different IP info, FQDN, etc - which of course necessitates a reload.

As I read, you should have:
1) Turned off the old server, possibly even reloaded it with the new config.
2) Removed ALL the elements in the Primary UCM.

3) Run the security server configuration and re-provisioned it with its new IP / FQDN as the BSS again.


All I can find is this in the docs:

ATTENTION
If the backup security server is deleted, the trust between the primary and backup server is broken and the backup server cannot function as a backup server in the security domain. If the Linux base element from the elements table is removed, it reregisters but is not physically removed. Click the Refresh link on the Elements page if you cannot add new elements or delete selected elements after the security service is restarted.

Prerequisites
Elements must be physically decommissioned prior to deleting the element from the elements table.

Hi Matt thank you for response.
I seem to get from your post that you are saying that I must have the BSS off before removing the BSS config on the Primary UCM. If so I think it actually was still powered up and connected to the network when I did the removal of the BSS config under elements. If the elements (BSS EM,NRS,SS) are no longer actually configured in software since I removed them, but the PSS still sees this BSS as configured where then is this information stored and how can it be modified or deleted? Also if I do a gkShow comm I see the 2 components PSS active and BSS not in service but still present.Also at the remote site I am using new IP info but same FQDN since I only used it before as a test for this same remote site. Lastly from your post point (1) says "turn off old server", I am assuming this means BSS. And also "elements must be physically decommissioned prior to deleting from elements table".....What is this decommissioning?
