how do I set a dynamic date filter ?

How to I set a date filter that will ask for a date range each time the report is run ?

You can accomplish this by using a parameter field.
1. go to the "Insert Fields dialog box at the top.
2. select the parameter tab
3. select new
4. give the parameter a name, eg. IssuedDate
5. enter a short prompt for the user
6. for value type select "Date"
7. under "Options" select Range (this is a radio button)
You have now created a "Date Range Parameter" - now you must go to the "Select Expert" to insert it into the Report.
1. go to -> Report (top menu) -> Select Expert
2. select the "New" button and select the "Date" field you will query on.
3. The selected field will appear at the top oa a tab with 2 boxes underneath
4. from the left box select " = "
5. from the right box enter the name you gave the field, preceded with a "?" and enclosed within curly brackets {} - eg. {?IssueDate}
6. done !
