Does any one know how to limit the download and upload speeds of a computer on my home network? The user is connected to my network and is taking 92%+ of my internet bandwith. My network is connected through a Network Everywhere/Linksys Cable DSL router. I am using DSL but I only get 1-3 KB/s downloads (usually I get 70+) because of this user. Any help would be appreciated.

traffic shaping is the buzzword you want, i do not know any low end solutions I tried to remain child-like, all I acheived was childish.

To install QoS Packet Scheduler
Open Network Connections.
Click any connection, and then, on the File menu, click Properties.
Click Install, click Service, and then click Add.
Click QoS Packet Scheduler, and then click OK.

For Active Directory, an assignment of responsibility that allows users without administrative credentials to complete specific administrative tasks or to manage specific directory objects. Responsibility is assigned through membership in a security group, the Delegation of Control Wizard, or Group Policy settings.
For DNS, an assignment of responsibility for a DNS zone. Delegation occurs when a name server (NS) resource record in a parent zone lists the DNS server that is authoritative for a child zone.

I use QoS as a signal to my switches which applications packets to prioritize, and as a lesser use what packets not to send via wireless, QOS is 'free' once you set up VLANs anyways.

I have not personally, but I recommended it to two LAN ops who were having problems with P2P applications being used and consuming nearly all the bandwidth. Both ops reported that despite the fact that it was a Beta-release product it worked without a hitch.
