How do I get end-users to install their own software w/o admin rights

Can anyone suggest a way to set up a policy that will allow my endusers to install their own software on their workstation without being a member of the admin group?

The server is windows 2000 active dirctory and all the workstations are 2000 Profession.

They only need to be an ADMIN of their workstation.

Local System - Control Panel - Users and Groups
Add, enter their name, and the Domain, choose Admin

This will not give them access to the DOMAIN admin group, just the local system.
 
I suppose if you use Group Policy to assign or publish the software application to users, they don't need admin right to install them.
 
try to run the installation program at runas " " mode ...
