My Backup DC bit the dust and I am unable to bring it up again. But the name is still in Active Directory and it won't let me delete it.

I realize if I could bring it up, i could dcpromo it to a member server, but I'm unable to do that.

first off, did it have any FSMO roles???

in any case the tool you need is ntdsutil.

well, that worked fine. and I was able to delete that DC from AD Sites and Services.

But it still shows up under AD Users and Computers under Domain Controllers. And still won't let me delete it from there.

Run DCPromo to remove Domain controller attributes.

The server is dead, he can't run dcpromo.

What is the error you get when you try to delete the computer object in ADUC?

Did you use ADSIEdit? I haven't had to do one of these cleanups in awhile, but as I recall you can use this tool to clean up any lingering references.

I believe it is in the Support\Tools folder on the Windows CD.
