How do I change which order services start in on a windows 2000 server

What exactly do you mean? Whether they start manually or automatically? I'm asking because another thing besides services that you can change the order of is the binding order of protocols. So what exactly do you mean when you say which order services start? So give some more info on exactly what you want.

I am getting an error message regarding the order services load, I need to make sure the DNS service starts before the DHCP service

In the properties of the DHCP service, make it dependent upon the DNS service... however I have a DHCP/DNS server that does not have DHCP dependent on DNS and I don't see any errors.

Not quite sure how to do this, any suggestions

What's the exact message that you receive? Is there an event ID that you can use?
