How do I change the default profile?

When I'm building an XP box to send out to my field office, I want to turn off all of that fancy crap that Microsoft adds to the Windows XP default profile. Whenever a new user logs on to the machine, the profile that it creates by default I want to be like this:

No background
Standard start menu/button
None of that fancy animation in the start menu

Anyone know where to begin to chage these things? I dug around on my own and tried modifying the default user registry hive, but that didn't seem to have any affect whatsoever on new user profiles. Is this someswhere in the policies? I'd like to change this without having to go through policies if possible.
