How do I change an existing ShortcutMenuBar

I can't find any way to go back into and change a
ShortcutMenuBar after I've made it a Popup.
What's the deal here, what am I missing?

Right Click on a tool or menu bar.
Click customize.
On toolbars tab, check "Shortcut Menus" to display it.
Your popup menu is under "custom" (far right).
Drag and drop commands in and out as required.
