I think you have to set it up in the BIOS? "Don't stop on errors from KEYBOARD or MOUSE" There is an option in there somewhere (don't know where exactly sorry). If you have already tried this, sorry.
I have got a WIN2K server set up without a mouse or keyboard and I set that up in the BIOS so that it would boot without those peripherals.
In the case of NTS we require more than the change in BIOS setting. NTS still complains bitterly about the missing K&M. One post says to delete the K&M drivers but that feels like a one way trip with no disaster recovery path.
