How do I allow one DID route access another DID/DOD route?

hello everyone. I need some advice or help with a problem. I have an Option 11C that uses a PRI for DID/DOD in route 1 with ACOD 9. I also have a "messgenet system" that is connected to the option 11C via a T-1 DID. The messagenet system is used for automated messages to be put out over the i-house loudspeaker system and also send the same messages to LCD message boards. So far this all works fine.

The problem is that they want to allow the Messagenet system to access the DID/DOD lines in route 1 to deliver messages to cell phones and home phones.

When the system tries to dial out on route 1 (ACOD 9), the call rings directly to the operator onsite and never makes it out of the system.

My question is: Is there a restriction setting I need to check to allow the t-1 DID(messagenet) to access extenal dialtone on route 1 (AOCD 9)? any help is appreciated.

BYW, the route that the T-1 DID messagenet in on is route 35 and the PRI DID/DOD (main outgoing from the site) is on route 1.
 
CHECK THE NCOS OF THE MESSAGENET TRUNKS IT HAS TO BE HIGH ENOUGH TO DIAL OFF-SITE

the trunks on the second did are used as analog stations for dialing out.. their ncos and the tgar of the route work the same as ncos and targ on a set.. if the messagenet can dial 9 plus the number, those changes should fix the intercept... dial the acod of the messagement route, then 9 plus your cell.. that will determine where trouble is. another trouble shooting proceuure would be to trad (ld 81) the outbound trunk to see what digits it is dialing

I probably need to clarify a couple of things about my first post.
Route 1 with ACOD 77 (PRI DID/DOD)is the site's only outbound dialing off campus route. THe MEssagenet system is a computer connected to the Option 11 via a DTI trunks. Hte messganet can dial on campus ( 4 digit dialing) just fine. When it tries to dial 9 for outbound access and then 7 or 11 digits for local and long distance, the call re-routes to the operator.

So route 35 is and outgoing trunk to the PBX to make an outgoing call off the PBX right?

What NCOS is needed to make a call off the PBX?
Local?
LD?

The NCOS of the Trunk is only a 0.

The RDB say's it is an ICT trunk not IAO.

The messagenet is basically a an OPX on teh system connected to the system by incoming DTI trunks. When the Messagnet goes offhook, it pulls dialtone form teh Option 11 to make internal calls. These internal call work fine, but when it tries to dial 9 for an outbound call on RDB 1, it immediately rings the operator station. Do ineed to set the Ncos higher to allow this type of access?

What NCOS does a phone need to make a call????? are there any phones with NCOS 0 that can make calls. In my system you need at least a NCOS 1 to make at local call, NCOS 0 is internal only.
