how disable internet mail per user ?

I have a exchange 2003 server with a 2003 active directory domain, i need that:
- all domain users can send mail each other
- only some users can send mail to internet

Im sure that this is possible but i am unable to configure.

Someone can help me ?

Delete SMTP address for the users who don't need to send email off of their mail server.

If anyone calls and says "I know a little something about computers" just tell them to reformat it.

active directory users and computers say me that this is the primary email address and cannot be deleted
