Is there a way to put a semi-transparent colored layer on top of a background or another layer?
 
altho ther is a work around to make it work in NN however it can be a bit buggy, also using the opacity style effect is not a recomended use as it can crash older browsers... I learned a bit yesterday, today i learned a lot, imagine what i'll learn tomorrow!

Do you know if this will work on Layers or Div's I put overlapping the page...

and on that note, does anybody know a good website on relative/absolute positioning of such objects?

yes it will this is a class atribute that IE supports. but remember it will not work with NN.
