How delete EXN 5440 IS BUSY

ELU 29 Card is busted due to lightning and all ports are not working. So I tried to execute EXEQC I got NOT ACCEPTED EXN 5440 is BUSY. Physical connections are already disconnected before I did the commands.
I did BLDBI as resetting the board and still it doesn't work.

try restarting unit ELP6 in LIM3.
Please note that this will disconnect all analogue calls in LIM3.

in my experience the only way is to change / move the card with another working .......
is the only way (that i know) to release the extension number from busy.

What does SUSIP show?

It is possible they are hanging in DER or an instrument/wiring fault is causing them to go into line lock.

Thanks, Guys I've just execute this commands first BLDBI and then restart by RFBOI now successfully deleted the extension.
