How can you change the modified file date w/o changing the file?

How can you change a file's modified date to a date besides the system's current date & without changing the file?

I was worried of the OP's motives for wanting to change the date.

That's now a moot point.

I assumed it was for a backup program that was date based.

I think the files got the modified accidently changed when they were either copied to another folder or restored.
