How can I send an e-mail at a specific date?

Web sites aren't designed to do act like this. They simply wait for a request and send a response once they receive it.
I'd look at using a Windows Service for something like this with the date being provided by a database or flat file.

Have a look on Google and if you get any problems, try asking in the VB.NET or C# forums as they are for Windows programming.
