How can I restrict phone calls

I am configuring a NBX V3000, I want to restrict users in the LAN so they can not dial out, only internal calls only. I need help. Thanks

After looking for a few more minutes, its a class of service feature under user configuration, inside there you can specify the classes of service you want the user to have

Go into the NetSet Utility and simply create a COS (Class of service) that only allows for internal calls, during open,close and other.
