How can I restart OracleHTTPServer service again?

I have stopped the OracleHTTPServer service from Service Manager in W2K. When I tried to start again this service it gives me Windows error and error on conf file. I can use Sqlplus but I can not start iSqlplus. Can someone help me?

Thanks for your suggestion. But still it doesn't work. Can someone help me to restart the services? It always gives an error message.
