How can i open this file "mip.ps.gz

This looks to be a gzip file, which available for download. I do not remember the site, but you easily find it using any search engine like google. You make be able to open it using winzip also.

It's indeed a gzip file, the other extention properly means that it's a postscript file.
You can download the PS to any postscript enabled printer and like to oher are saying, you can extract tem in windows with winzip or on olmost any usnix box with the gzip program
