How Can I make an image have a sort of a color overlaying it but..... 3

A simple way to do something similar would be to create a new Hue/Saturation adjustment layer (Layer > New Adjustment Layer > Hue/Saturation). In the dialog box that appears, check the "Colorize" box, bring the saturation up to 100, and adjust the hue to an appropriate color (about 50 in this case).

That might be enough for what you need. However, it's likely you will need a combination of a few adjustment layers to get full control. I would say Channel Mixer (with Monochrome) to get a good base for your image, with a Gradient Map layer over that to define the color range.
 
...or you could just use duotone mode. You'll have to change your image to grayscale first.
 
Create a new layer on top of your picture. Fill the layer with an orange colour. Apply layer blend mode 'COLOUR'. Use the Hue/Saturation on the overlay layer to adjust the colour.
 
You can also just select all, then fill with an orange at something like 40%, depending on how orange you want to make the picture.
