How can I edit a shortcut? 1

I have some Internet shortcuts on my desktop. If there is an instance of IE open the shortcut uses this. Is there a way to open a new IE window.

The code behind the shortcut is:

Give this a try:

in IE go to Tools --> Internet Options --> Advanced tab, and in the Browsing section find "Reuse windows for launching shortcuts". Clear the checkbox. Not sure if you need to close IE, but do just in case.
