How can i convert lib to dll ?

Hello friendz,

i'm working with VB but have a question i think that C prog men know. how can i convert a static library (*.lib) to dynamic library (*.dll) ?
Because VB can't use lib file so i need to convert it to dll for using.
If could, pls give me a hand.
