You can create that effect using "paint splatter" or "blood" brushes. I'm not sure if there are many of these available for download for PSP but you could try a search on Google (note that you'll probably find a lot for Photoshop).
 
hey yeah i tried to search for it and didnt find anything. can anyone try and send me the link please??
 
Most Photoshop Plugs ork ith PSP, you sgould tr to donload the plugin and instll it on PSP see if it works.

Ignorance is not necessarily Bliss, case in point:
Unknown has caused an Unknown Error on Unknown and must be shutdown to prevent damage to Unknown.
 
Those are not plug-ins, those are brushes.
IF you download brushes for Photoshop 7 and before you might be able to change the extension so that PSP can use them. The thing is that the extension has changed among PSP versions, so you need to find out which extension your version uses.
 
ok i downloaded the brush and put it in the photoshop cs brush file but it doesnt seem to work
 
Photoshop CS brushes don't work in Paint Shop Pro.

To work with brushes in Photoshop CS you should ask for help in the Photoshop forum.
