HOT LINE / RINGDOWN ISSUE

hello everyone! we have an S8300 and have set up a hot line phone to ring an extension, however when you pick up the ringdown phone, nothing happens. i've set up tons of these all over and never had this happen. several of us have checked and double checked the station programming and it all looks correct. what could be preventing the ringdown from working? is there a parameter in the system programming that can turn that functionality on and off for the whole system? please help!
