Hosted VOIP questions

Can anyone tell me what type of switch or platform these companies are using that are offering hosted voip? Are they using any Avaya or Nortel type switches? Can a CS1000 be set up as a hosted voip solution? Any thoughts would be appreciated, thanks.
 
ATT uses Cisco hosted out of the Lisle Illinois bunker in an application I am part of. 50 sites 20000+ ports.

I would not have ever thought the CS1000 would be in place for anything hosted by a third party.
