Can IIS server be used to host webinars? If so, is it at all practical, or would we be better off to use a hosting service?
 
IIS would do that just fine as long as you know what you are doing. Ask yourself this. Do you have the expertise on staff to setup, secure, and maintain a production web server that your organization depends on? If the answer is no, then you will need to either hire someone, hire a consultant, or use a hosting service (option 3 is the cheapest). I recommend hostek.com.
