For some reason this is confusing me. Customer wants to play a holiday greeting for the full 24 hours (12 midnight to 12 midnight), what should the holdiay look like, 12am 12pm 12pm 12:01pm is the way i have it set now.

I would set it as 12am, 12am, 12am and 1201am

What do others think?

If the same greeting needs to be played 24hrs (4 slots)- the time doesnt matter

remember that the holiday greeting will play until the next day's first change, so if the morning greeting starts to play at 8 am, the holiday greeting will play until 8 am the following day. If it needs to change at midnight you will need to create a second holiday for the day after.
