You can build that document's URL and insert it via an action button into the document.
You would need to recreate an attachment-type code in script, with file browsing and user selection, but instead of attaching the file you extract the file's location from the user's choice and format it in URL format, before pasting it into the RT field.
The user should be able to click on the URL and have the file come up, if his Windows box recognizes the extension.
