Hardware Frame-relay / ISDN sims - the best I have seen is Atlas 550. It has a 4 port ISDN sim, as well as a frame-relay simulator.

try boson router-sim from yes, it has frame-relay and isdn functions
it costs around $150
it will prepare you 90% for the exam.
i notice there are few countable flaws...but not too significant.
