Hello

I know what a hex dump is but what are they for?

sometimes you can get product info from a hex dump. like bios strings and video mfg. Also, Memory can be dumped as Hex strings. I believe the hex is an address or unique identifier. That's my gest!
 
All depends on the context of why the hex dump was performed. Program debugging is usually the main reason.
 
You can look at file information that might show up as garbage using text tools.
