I went to the php.net and noticed there cool popups. I checked the FAQ's out
and it gives only a brief description on how-to do them. Can anyone give
me an example of a quick static pop-up menu that will work with both IE and Netscape.

I just want one that kind of looks like the one on php.net (Mouse over the search for
example) that pops up a menu of links. Any ideas?

Hi,
The "Cool Menu" about which you are asking is basically a part of DHTML(layers and div). This menu dosen't relate to Php. So if you wanna know that how to do this, take some reference from DHTML books or feel free to mail me at "tabish@indya.com"

yes, and you can check those forums as well : javascript, html/dhtml and web site designers, as this is kind of a frequent question
even at php.net they do the popups with some dhtml code - it's more tricky than php because of the compatibility between browsers
enjoy !

I got what I needed and have it up and running now. That is one of the funny things about forums, newsgroups and the such. You never get a straight answer. I actually emailed a webmaster on one of the sites that I liked and they gave me a straight answer. For those that are interested check out:
