Help with inbound routing from CUCM

Hi,
I have a CUCM 8.6 trunk setup with Lync 2010 which is working fine for outbound calls. I'm having a problem routing into Lync users. The user LINE URI is
TEL: +16505551212

I have a route pattern in CUCM which allows abbreviated dialing of 61212 and transforms to +16505551212
When I turn on SIP logging in Lync, I see the call come in but gives error

ms-diagnostics: 1003;reason="User does not exist";TargetUri="+16505551212@mycompany.com";source="lync-01.mycompany.com"

I think there must be something with the Dial Rules but figured dialing into extensions should be automatic, not needing any special dial rules.

Any help is appreciated.
 
Does an Enterprise Voice user exist (and enabled) with the TEL URI of "tel:+16505551212" (without quotes)?
 
In your original post it appears the line uri has a space after the "TEL:" Is there an actual space after tel:?

Is this affecting only 1 user or more than 1 user?
