Help with Font and Borders please.

I am not sure about the font, but you could look through dafont.com's listing of fonts categories to see what you may need.

Those borders look like they made a rectangle shape tool with the mode being set to "paths" and draw the shape you prefer. Next right click on the path and choose "Stroke Path..." and set the tool for the stroke to be the brush. This will stroke the path with the currently selected brush type and using a more rugged or grainy brush should give you that look.

Not sure about the font but you could re-create a similar effect by drawing the required letters and scanning them.
The border looks like a combination of liquify, smudge and erase.
