Help understanding Phantom Adjunct extensions 1

I must not be understanding something. My Legend 7.0 configured to Key mode, 2-digit numbering plan. Extension 16 exists as an MLX phone. WinSPM reports adjunct numbered 716. If I dial 716, I get a standard "busy" signal (slow busy, not fast.) Makes some sense, nothing there to answer, since no MFM installed in the phone.

On another station, I assign a button to Pickup Ext 716.
Now, I dial 716, expecting the phone with the pickup button to ring. Still busy.

I have one MFM installed in a phone, and when I dial it, it rings. So is there something I have to do to enable the phantom adjunct?
 
You could include the adjunct in voicemail cover group.
 
Since the adjunct doesn't physically exsist, and it doesn't cover anywhere, you get the busy signal. If you program a Primary Coverage button onto an extension, then you will be able to dial 716 and have it ring on that button. If you assign 716 to the voice mail coverage group, you can have a "guest" mailbox that you can transfer callers to. If you do both, now you can assign 716 to a user that shares the phone with someone else, can receive his calls on the cover button, and has a voice mail box to receive messages. Only thing he misses is a message waiting light.
