I am not sure what ip address and gateway to input to check my acesss-list for telnet, also what should I look for in the troubleshooting part in layers two and three? Thanks
 
Which test are you taking? Are you setting up an access list to block telnet sessions? Use the ip address of the port closest to the telneting system. Specifics of troubleshooting layers two and three are too complex to just tell you, but a piece of advice...before troubleshooting higher layers ALWAYS ensure the physical layer is trouble free. From my experience 75% or more problems are with the physical layer.
