!HELP! remove F8 option from bootup

Hello all,

Here at work we have shop floor machines that have the internet disabled via the MMC. One of our hourly’s found out that booting into safe mode with networking does not load the MMC and they can surf the internet all night. We have been working on this problem all morning and have come up with removing HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\control\SafeBoot from the registry. This takes care of our first problem but while playing with F8 I found that booting into Debugger mode also allows internet access. So here is my questions.

1. Does anyone know how to edit the ntldr file to remove F8 and where the ntldr file is located to edit?
2. Is there a way just to just remove Debugger from the reg like SafeBoot.

Found ntldr hidden file in the root of C:\ just need to find a way to edit it.

because they need IE to view the planning that they do.

The problem has been fixed by editing the NTLTR file with a hex editor.

I have a similar problem where removing the F8 option. any chance of a few pointer on which part of the ntldr file to edit please
 
Just tell the employees they'll be fired if they get caught tampering with the computers or surfing the Internet... Get a firewall that blocks Internet traffic for non-administrators.
