HELP OVL306

I have been able to login to one of our 61C switches with no problem. I have the 2nd level password. When I login, the switch accepts my login and password. When I try to go into any overlay, I get an OVL306 and can't get into the overlay.
I can't find any reference to this error message.

OVL306 This overlay can not be active during Peripheral Software Download

Wait until PSDL is complete
Use the SUSP command to suspend the PSDL and load the requiered program (LD XX SUSP).Use SUSP with caution

that download is common when the switch id trying to bring itself back up..
