HELP, My Internet Settings are being taken over!!!!

We have a windows NT 4.0 network. At some point, something has been set so that every users internet settings default to something that doesn't exist. Users don't have the privelage to change the proxy or home page settings, so we're stuck. Does anyone know where you can change the policy setting for internet explorer on an NT 4.0 domain so that when a user logs on, it defaults to what we want it to default to?
 
you can set registry keys in the policy but you have to rewrite them in policy format.

best bet is to use the search in regedit to locate the keys holding the proxy information.

another way is, if the machine exists that the proxy is set to, use the analogx port forwarding program to forward the packets to the correct proxy address.
