help, laptop not recognizing

when I plug the adapter the lights blink in front, but it is not recognizing the power. I called Dell and they told me it is the mother board. How can I check this? is it easy to replace?

About the only things you can do to check if the MB is bad is to inspect its capacitors for signs of leaking, rupturing, or bulging, swap it out, or have it shop tested.
 
As for replacing the motherboard, i would imagine you would have to refer to a service manual that you can hopefully get from Dell.
