HELP Exch2K: Preventing users from sending/receiving internet mail?

How can one prevent some particular users who have an Exchange mailbox from sending or receiving external internet mail in Exchange Server 2000?
SMTP address can not be removed from users' properties.

Just in case this is not possible, I'd like to know how I can I setup a Microsoft Mail post-office in W2K

I've found the way to prevent external mail from reaching a particular Exchange user, but I can't find the way of preventing that particular user from sending messages to the internet.

Any advice will be welcome!!!!
