Help! Dropping calls!

good afternoon, i have an IPO using scn in which we share our voice mail between our main branch and two remote sites via our EIRGP lines, one 3M pipe another is a straight 1.5M T. I am running SW ver 3.1.65. Since last week, i have been having users complain that they are receiving calls or making calls, and suddenly, the phone call will end with a fast busy signal and the phone display showing DISCONNECTED. i started logging on the device using monitor, and noticed that the users complaining of this issue would receive the error message "Network Out of Order," after the call was dropped within the monitor logs. The dropped calls are not only happening with the branches that we share our phone system with, but also on the site in which the IPO is stored (the branch incoming calls are routed through the main site, then to the branches over the WAN). Has anyone ever run into this issue? Can anyone tell me how to turn on logging on monitor so that it logs everything, even when im not logged in? Any help would be apreciated.

my LEC has already stress tested the circuit on all patterns and stated that the circuit tested clean on all patterns. tested was done for 15 minutes, and results next day came back as being normal.

I have only ever seen those errors when the PSTN had a problem.

Network Out Of Order is the clue!!!

Get the monitor program fired up. Take some time to look at the results when you are getting issues.

Have a look at the ISDN cause codes, Have a look at what happens when the calls drop.
Also get information from the Line provider terminating equipment, Any alarms show on the kit?

The kink with that theory is that when the users in the remote branch experienced the issue, they tried to call my extension and were unable to do so. They tried to call various extensions in other branches but could not. However, dialing the direct numbers went through. They have their own phone lines for outgoing calls.

In that case are you able to explain your site topolgy in a little more detail.
Eg, Lines into each, type of link to the remote IP Offices. Software levels ect.

TOPOLOGY:

Main site: IPO 412 3.1.65 w/2 digital trunks 23 channels each for our local user's outgoing/incoming calls

Remote site 1: IPO 406DS 3.1.65 w/1 incoming trunk feeding from the main site (20 channels for incoming calls, and 17 outgoing POTS lines)

Remote site 2: IPO 406DS 3.1.65 w/1 incoming trunk feeding from the main site (10 channels for incoming calls, and 32outgoing POTS lines)

Remote Site 3:
Remote site 2: IPO 406DS 3.1.56 with their own incoming and outgoing lines; only networked to the other sites not sharing any resources

This issue was resolved- someone downstream decided to make the link a data line, hence, our dropped calls.
