Which software can be used to clone an IDE hard drive to SATA hard drive?

The IDE HD is 160GB with about 40 GB data (incl. XP installation). The target is a 250GB SATA (OEM with no software). I would like to make a 100GB partition on the target drive and copy the IDE drive.

Which software can I use?

Which version? The new one (2006?) boots into its own Windows OS. I have no clue how to make copy with it.
 
Hard drive manufacturers used to have disk utilities free for use with their disks. Visit the manufacturer website and see what they offer. One part of the different disk utilities I've seen is a drive copy function.

It is a Maxtor drive so I can download Maxtor Blast. However, is it capable of creating partitions?

To be a more specific: if a source partition is 160GB and has 40GB data, can the software copy it to a new partition with the size of 60GB?

Yes. As long as the data copied will fit on the partition being copied to, the cloning utility won't complain.
