Help!!! Can't start IMS after Stopping

I made a change to IMS and there was a message saying go to services from control panel, stop and restart IMS. I stopped it but now it wont start again. It says there is an NT error. Can anyone help quick?

What kind of change did you make?

Also, I have found that Exchange "likes" to start services in a certain order. Try a cold reboot.

I added an IP address to connections because I'm having a problem reaching a certain domain when sending email. I did a cold reboot and it still doesn't work
