Help: Access 2003 question 1

I needed to have a switchboard open when my database did. I went to Tools-Start Up and designated a form to open. I was trying different options after it worked, so i unchecked "Allow Toolbar/Menu Changes" and now when i went back into my database, most of my menus were gone. How do i revise this? The obvious way of going back into tools isnt a possibility because it no longer exists.

Would opening the database while holding shift down, work?

No i think i unchecked that box too. I've tried using shift.
