HD's always sleeping

I have a ASUS P4C800-E, Ami Bios 1016, running XP/SP2, 2GB ram. Both ATA HD are ST3200822A's, a eSATA(ST350064 1AS) and a WD Ext 1394 500G My Book.(both my C:& D: drives sleep continuously. Any time I want to either read from the or write to them, they don't respond for 10-15 seconds, at which time I hear an audiable "click" when they actually start to read/write. Drives do not hibernate, nor go into stby. Power scheme is set to always on, HD to never sleep. ACPI/SUSPEND modes are disabled. Contacted Seagate, response was eSATA will sleep and is not a problem, ATA's? windows problem contact MS. I am at my wits end. Any and all help will be greatly appreicated.
 
Check the settings in the BIOS. There may be an option in the power savings for the HDD's
 
there is a bios hard disk power down mode, but, I have this disabled. Also have suspend time out disabled.
