HDLC clock rate

I have two 2600 routers in a back to back point to point configuration. Using the Cisco Config Maker I configured to routers to use dafult HDLC encapsulation. Config Maker did not set a clock rate for either side of the connection. Is "clock rate" a required config statement when using HDLC point to point?
 
once you hook up to routers back to back you need to set the clock rate on one of them, regardless if you use hdlc, ppp etc. cause one has to be dce and one has to be dte. i have no idea how it works with the config maker but on the cli its done quite easy
 
Thanks! I thought that was the case. Using the CLI is not a problem. I was just not sure why Config maker didn't elect one to be the DTE.
