Having a in issue with auto-answer? Intercom? 1

When a user calls, the phones (1416) beeps twice and right away puts the call on speakerphone.
Therefore allowing the caller to hear whatever is going on in the room.
Is this an issue with the intercom, with the internal auto-answer or the calling party?
 
Every call does that?
Internal and external?
There are several options what it could be so more info needed
