It just comes out of IE. How do I get rid of it?

I have seen it in few browser? However, couldn't find it fromt he registry to get rid of it...

That message comes out right after I launch IE

Sounds like you've picked up some scumware.
Download either Spybot S&D (

http://security.kolla.de/)

or AdAware(

http://www.lavasoftusa.com/),

or both and run them.
Clean off what apps they find. Post back if problem persists...

Every time I launch I.E. it hesitates opening and then when it does, I also get a second window that opens for the site

Then this same window will open again when I access a link on a web site. I have tried many things to get this to stop but to no avail. I have even uninstalled I.E. and reinstalled it. Any suggestions?
