The UK's Freedom of Information Act comes fully into force January 1st 2004, which "allows anyone the right of access generally to all types of recorded information held by a public authority, subject to certain exemptions".
Interestingly, civil servants working for the Cabinet Office (i.e working for government ministers) have been instructed to delete all e-mails older than 3 months by Monday...
