Hard Drive Shows Space Taken Up That Isn't

My C: drive says theres 28 gigs taken up when I know theres not it says I only have 8 gigs of free space how do I fix it. To show the proper amount of free space

system restore takes up a lot of space. check folder system volume information (hidden, in root) for size.
start disk cleanup to free the space.
